Look closely at the eight number combinations above. See anything unusual?

Playing only these eight number combinations, we will hit at least two out of the three numbers drawn 100% of the time when the drawing does not contain a double or triple number.

So that means in approximately 78% of the drawings we will have at least 2 of the three numbers drawn. If we know that 78% of the time, we will have two of the three numbers drawn, then we only need the third number to be one of the eight remaing numbers that are left.
